PPL seeks airline for Radom–Oslo route

Polskie Porty Lotnicze (PPL) is seeking an airline to operate a Radom–Oslo service in the 2026/2027 winter season. The tender assumes up to 21,500 passengers over 12 months, with payment linked to the number of passengers actually departing from Radom. PPL has not specified which airport in the Oslo area the service should use.
Up to 21,500 passengers
The contract covers marketing services for the Radom–Oslo route. Payment would be based on the number of passengers departing from Radom and an agreed net rate per passenger.
The contract is due to run for 12 months from signing. It could end earlier if its maximum value is exhausted.
No Oslo airport specified
PPL refers only to Oslo in the tender documents and does not name a specific airport. The procurement also does not identify which airline would operate the route.
Bidders must meet the requirements for an air carrier, including holding an Air Operator Certificate and an operating licence compliant with EU rules. The documents do not name any airline as the intended operator.
50% load factor threshold
The airline may cancel the route if the combined load factor is below 50% 30 days before the first flight. Individual services may also be cancelled after prior notice to PPL.
Awarding the contract would not guarantee that every planned flight will operate. Ticket sales will therefore be one factor in whether the service launches as planned.
Price carries 100% weighting
PPL has made gross price the only bid evaluation criterion, with a weighting of 100%. The tender awards no points for frequency, aircraft type, seat capacity or the choice of airport in the Oslo area.
No schedule or destination airport yet
For passengers, the main unknowns are operational. The tender does not specify flight frequency, departure times or the destination airport. Those details will become clear only after PPL selects a contractor and the route plan is set. For corporate travel, no airline, schedule or destination airport has been confirmed. Companies therefore cannot yet compare the route operationally with other options to Oslo.
Those details will become relevant once a carrier is selected and the service plan is published.
